e most beautiful corners in the city. A word of approval is due the caretaker of the StrathconaLibrary—Mr. Arthur McKeown. His care of the grounds andbuilding and his unceasing interest in the welfare of the CaretakingLibrary have been most praiseworthy. He has also acted asLibrary Constable as provided by the Public Libraries Act. Mr. John Johns, caretaker of the temporary quarters, hasfaithfully discharged his duties. The staff of assistants have displayed enthusiasm in thedischarge of their duties. They have been encouraged to treat Staffthe public with courtesy and promptness on all occasions. The Librarian desires to take this opportunity of expressingto the Board his appreciation of the unvarying kindness withwhich he and his staff have been treated by all the members ofthe Board. Without this generous treatment it would have beenimpossible to carry on the work which has been at timesexacting owing to the lack of accommodation. Respectfully submitted, E. L. HILL, Librarian. 15

CIRCULATION DEPARTMENT In line with best modern library policy, the practice ofopen access was adopted. The general public are thus brought Openinto contact with the books—a matter of no small educational Accessvalue. The borrower is given an opportunity of seeing andexamining the books relating to any subject in which he maybe interested. Many expressions of approval of the plan havebeen received. In a few cases only has the privilege beenabused. The Newark charging system has been used. The system charginghas enabled the staff to handle, with quickness and precision, Systemthe business of the loan desk even during Saturday eveningrush hours. A borrowers card is issued free of charge to any resident Borrowersof Edmonton who complies with the rules of the library. Register Application cards duly signed are utilized for the formationof an alphabetic register of borrowers. In addition a numericalregister is kept.
