It seems to have been simultaneously published in the UK and the US with the same artwork, which would make the US its source country per the Berne Convention. In that case, it would be fine to copy to Commons. Otherwise, one would have to research the illustrator to determine whether it is in the public domain in the UK before copying it to Commons.
