Community consensus determined that North Korean copyright law does not retroactively apply from the first law in 2001. URAA restored copyright in the US for works created prior to the date. It is therefore impossible for the tag PD-DPRKOld to be applicable to any work, let alone be able to be uploaded to Commons.
