I removed all text and also all other cities and redrew where necessary as best I could using several other maps as a guide (as many of the other cities are located near borders). I know nothing about Sri Lankan geography but I didn't change much and the parts I did have to redraw appear to match up with other maps. I then cropped to only show Sri Lanka and converted the image to RGB. Finally I used "bicubic sharper" function in Adobe Photoshop CS2 to shrink by 50%. I then used elipse tool to show Colombo better and added new text.

It would be better if a detailed and accurate SVG source could be found.
