Een nieuw instituut wordt toegevoegd in het systeem om als centrale tegenpartij te fungeren in transacties tussen twee financiële partijen. Kortom, in het nieuwe systeem is iedereen met elkaar verbonden in plaats van alleen de systeembanken met elkaar en de kleinere financiële partijen met een systeembank.

Met name perifere instellingen als pensioenfondsen lopen meer risico met grote maatschappelijke gevolgen.
