Unless I have misunderstood what you are saying, I believe you are wrong. The "Council of the European Union" is called the Council of Ministers in the diagram. The diagram correctly shows the European Council proposing the head of the European Commission. --Boson (talk) 00:17, 26 June 2016 (UTC)[reply]
