During his mandate, he oversaw infrastructural projects such as the Kappara junction, the Marsa junction project and the Central Link project, and the set up of the Infrastructure Malta agency.

These infrastructural projects received scathing critiques from civil society and environmentalists for perpetuating a car-centric vision of mobility and for leading to the loss of agricultural land and the cutting of over 500 trees only for the Central Link project in Attard. [2]

In October 2023, the Times of Malta revealed that Borg himself and his canvassers put pressure on Transport Malta’s director of licensing to ensure that candidates obtained driving licenses despite lacking preparation.[3]
