Stephen Oscar Mallinga (17 November 1943 – 11 April 2013), was a Ugandan
Minister of Health. He was also the elected Member of Parliament (MP), representing the Butebo County Constituency, in Pallisa District.[2] He was buried on 19 April 2013 in Pallisa.[3]
Background and education
He was born in
obstetrics and gynecology. He was also a Fellow of the International College of Surgeons.[2]
Career
Between 1973 and 1977, he served as a
Minister of Health from 2006 until 2011, when he was assigned to his last cabinet appointment. Originally a member of the Uganda People's Congress political party, he crossed to the ruling National Resistance Movement on 1 March 2005.[2]

Death
Dr. Malinga collapsed at his country home in Pallisa District on Thursday, 11 April 2013. He was later pronounced dead the same day. He was 69 years old.[2][5][6]
