Shouldn't disambiguation page appear by default?

Shouldn't this page appear by default when searching for Bhandara, as it has multiple meanings? Instead, the default result is for one of the definitions. I ask because this is causing problems for linking automatically to the insect from iNaturalist. It would be preferable for https://en.wikipedia.org/wiki/Bhandara to show this page, and for the city to appear at https://en.wikipedia.org/wiki/Bhandara_(city). The disambiguation page should be at the base title

At first glance, it looks like the city of 100,000 people is probably good as a primary topic, though of course there may be something I'm missing, so you'll let me know if that's the case? This situation is not unique to Bhandara, there are a large number of genera names (probably hundreds), where the primary title is taken neither by a genus article nor a disambiguation page, but an article about something else.
