Acting Libraian

Should David Mao be removed from this template. Most other lists don't include acting personal- see for instance https://en.wikipedia.org/wiki/Template:United_States_Secretaries_of_State . Furthermore there are gaps between every other Librarian of Congress, but no acting personal is listed for them.
