- Thanks again. I'm rather strict about fair use myself, although I think we have a bit more flexibility with fictional characters and films compared to real people because of lack of replaceability. I really haven't given a lot of thought to any of this, but I may add an image or two when I get time. Please don't hesitate to let me know if you think I might be stepping over the line of fair use. I've been thinking about my Las Vegas and the Mob page and came up with an idea I'd like your opinion on. What if I created a new page titled Frank Cullotta? My search failed to reveal a page on him. He is mentioned in conjunction with Tony spilotro, but there is nothing under his name.
I can do a rewrite that would place the focus on Frank's substantial criminal career, his role as a government witness and his overall place in Vegas' organized crime history. Certainly Spilotro would be mentioned. But it would be Frank's story, not Tony's. I would not list my own books as references, although there probably isn't a better reference than CULLOTTA.
I co-authored Frank's bio and know his story inside and out.
Is this worth pursuing or do you still think that editing other pages is the best way to go?

Frank Cullotta had a decades-long criminal career that included burglary, robbery, arson and murder. He was a close friend and associate of Chicago Outfit enforcer Tony Spilotro. In 1982 Cullotta and Spilotro had a falling out that resulted in Cullotta flipping and becoming a government witness. His defection was instrumental in removing the Outfit’s corrupting influence from the casinos and streets of Sin City.
The Early Years
Frank Cullotta was born in Chicago on December 14, 1938, the son of Joseph and Josephine Cullotta. He had two siblings, an older sister Jean, and a younger brother Joseph. The family lived in the section of town called the Patch, a working-class and mostly Italian neighborhood. His father had a rather unique job: He drove the work car — getaway car — for his crew of burglars and robbers. He exhibited a cold businesslike demeanor to all, including his family. He also had a violent temper. Joe Cullotta died at the age of 38, when the car he was driving crashed during a high-speed police chase.
In Cullotta’s biography, he states that his disdain for authority, for rules and regulations, began early on. Going to school was problematic for him: He hated it. He considered the teachers to be a bunch of mean old biddies. There was another problem, too: Frank wore glasses. In those days kids who wore eyeglasses were looked on as freaks by some of their classmates. When nasty comments or dirty looks were directed at Frank because of his eyesight, he responded with his fists. These conditions weren’t conducive to a good learning environment. Frank would have much preferred to be out of the classroom and do his learning on the streets.
It was while young Cullotta was working on the streets as a shoeshine boy that he met another tough kid whom would have a dramatic influence on his life. He met and became friends with Tony Spilotro. The pair engaged in petty crimes and didn’t hesitate to use their fists against other kids or adults. Spilotro went on to become a made man in the Chicago Outfit and one of the most feared enforcers in the criminal underworld. After spending time is a series of custodial schools and reformatories because of his bad conduct, Cullotta quit school all together at age 16. On the streets full time, he graduated from juvenile capers to adult crimes, including burglary and armed robbery. Although Frank had formed his own crew, he and Spilotro remained close friends and sometimes pulled jobs together.
Cullotta’s Crime Wave
For the next several years Cullotta ran amok in and around Chicago. He claims to have done almost every type of crime from residential and commercial burglaries to armored car robberies, home invasions, arson for hire, and a contract killing.
Unlike his pal Tony Spilotro, Cullotta never had a desire to become part of the Outfit. In his biography he explained that he felt the Outfit had too much control over its members. He preferred to remain independent, but maintain a good working relationship with them.
As Cullotta’s involvement in criminal activity grew, he came into law enforcement’s spotlight. He was questioned and arrested countless times. But convictions were rare. And when he knew he was likely to be found guilty of anything serious, he entered into an agreement to plead guilty to lesser charges that carried short sentences of a year or so.
However, Cullotta’s spree finally ended in 1968. While he was free on bail from a pair of truck hijackings and robbing a Brinks truck, he was charged and convicted of a supermarket robbery. To this day Cullotta swears it was a crime he didn’t commit. But whether he robbed the supermarket or not didn’t really matter. He was found guilty of it and sentenced to 15 years. After the verdict Frank and his lawyer did a smart thing. They agreed to plead guilty to all the other pending charges if the sentences would run concurrently. So Frank was able to clean the slate without having to actually serve any additional time behind bars. He was released on parole in 1974.
Las Vegas
In 1971 while Frank was still on prison, the Outfit bosses sent Tony Spilotro to Sin City to keep an eye on their casino interests. By 1979, Spilotro’s street crime operations had grown to the point that he needed additional manpower to help him run them. Tony needed a man he could trust to organize and manage a gang of thieves, arsonists and killers that would watch his back, provide muscle as necessary, and otherwise do his bidding. Tony reached out to his boyhood friend Cullotta and offered him the job. Cullotta accepted and joined Spilotro in Vegas that May. The FBI and Las Vegas Metro Police Department, already engaged in an all out war against Spilotro, soon added Cullotta to their list of targets. Former agent Dennis Arnoldy has stated that he believes there were three major turning points in the law’s battle against Tony; and each of them involved Frank. On October 10, 1979, Cullotta killed a Las Vegas crook and con artist named Sherwin “Jerry” Lisner after learning that Lisner was testifying before a federal grand jury. He was allegedly giving up information about Frank and Tony. According to Arnoldy, what made this murder so important is that Lisner was a government witness at the time, giving the FBI a role in the investigation; On July 4, 1981, Cullotta and a six-man crew planned to burglarize Bertha’s Gifts and Home Furnishings, an upscale shop located on East Sahara. It was anticipated that a million dollars in cash and jewelry would be in the store’s vault over the long holiday weekend.
But shortly before the burglary, a seventh man was added to the team without Cullotta's permission. Sal Romano - a thief and alarm expert - was invited in by one of the burglars. Cullotta was livid. He knew Romano and didn't trust him. He had a strong suspicion Romano was an informant. Cullotta took his concerns to Spilotro. He wanted Romano excluded or the burglary to be scrubbed. Spilotro thought Cullotta was just being paranoid. And it was too close to cancel the job anyway, he said. Plans would go forward as scheduled. It turned out Cullotta was right. Romano was an FBI informant and had been wearing a wire during all the planning sessions. The gang walked into an ambush of about 40 FBI agents and cops at Bertha's. The original six burglars were arrested while Romano was whisked off to Witness Protection.
Following the arrests Cullotta realized something was going on with Spilotro. Protocol required that Spilotro contribute bail money and help pay the lawyer fees. But Tony didn't help. Cullotta had to bail everybody out. And Spilotro wasn't kicking in toward Cullotta's mounting legal bills the way he should. And then Cullotta heard more bad news: Tony hadn't gotten Chicago's okay to hit Lisner; a definite Mob no-no. Cullotta had been around long enough to know there was a big problem developing; and
April 30, 1982 - Frank Cullotta was back in jail following a conviction for possession of stolen property. That Friday afternoon FBI agent Charlie Parsons stopped at the jail to meet with Cullotta and his lawyer. Parsons had an announcement to make: “We’ve received credible information that the Chicago Outfit has authorized a contract on Frank.” He left immediately afterward. His matter-of-fact delivery was intentional, designed to get Cullotta’s attention. And it did.
In his biography Cullotta says that he spent the weekend thinking over what Parsons had said. He became convinced that he was being set up to take the fall for all of Spilotro's mistakes; particularly the unauthorized killing of Lisner and the botched Bertha's caper. He could just hear Tony telling the bosses, "Cullotta's out of control. He's whacking guys without talking with me first. And then he brings that rat Romano in on the Bertha's thing. I hate to say this because he's my friend, but Frankie's gotta go."
Facing life behind bars as a persistent felon, or a bullet in the head from a Mob assassin, Cullotta made his decision. On Monday morning he called Charlie Parsons. Within hours Cullotta was offered a deal that would give him immunity from prosecution for any crimes he admitted and admission into the federal Witness Protection Program. He confessed to myriad crimes, including the Lisner murder. Court records show that between 1982 and 1988 Cullotta’s testimony against his former associates resulted in 19 federal racketeering-related indictments; four Illinois murder indictments, and five Nevada burglary and armed-robbery indictments. These charges resulted in 15 federal convictions, one Illinois murder conviction, and five Nevada burglary and armed-robbery convictions.
After Witness Protection
Cullotta voluntarily left the witness protection program in 1986. In 1995 he served as a creative consultant to the movie Casino, in which actor Joe Pesci played a character based on Tony Spilotro. Frank appeared as a hit man in several scenes, including one that was a loose re-creation of the Lisner murder. He has also appeared in a number of organized crime TV documentaries. Today, armed with a new identity, Cullotta is a successful small businessman living somewhere in America. —Preceding unsigned comment added by Dennis N. My name is Jonathan Obar user:Jaobar, I'm a professor in the College of Communication Arts and Sciences at Michigan State University and a Teaching Fellow with the Wikimedia Foundation's Education Program. This semester I've been running a little experiment at MSU, a class where we teach students about becoming Wikipedia administrators. Not a lot is known about your community, and our students (who are fascinated by wiki-culture by the way!) want to learn how you do what you do, and why you do it. A while back I proposed this idea (the class) to the communityHERE, where it was met mainly with positive feedback. Anyhow, I'd like my students to speak with a few administrators to get a sense of admin experiences, training, motivations, likes, dislikes, etc. We were wondering if you'd be interested in speaking with one of our students.
So a few things about the interviews:
- Interviews will last between 15 and 30 minutes.
- Interviews can be conducted over skype (preferred), IRC or email. (You choose the form of communication based upon your comfort level, time, etc.)
- All interviews will be completely anonymous, meaning that you (real name and/or pseudonym) will never be identified in any of our materials, unless you give the interviewer permission to do so.
- All interviews will be completely voluntary. You are under no obligation to say yes to an interview, and can say no and stop or leave the interview at any time.
- The entire interview process is being overseen by MSU's institutional review board (ethics review). This means that all questions have been approved by the university and all students have been trained how to conduct interviews ethically and properly.

I have removed an unreferenced piece of info added by an unregistered user saying he was first cousin to Lili Bosse (whose page I created), as I can't find a reference for it online. I know her mother is named Rosalia Orenstein, so it is possible. I may create a page about her mother as she is a Holocaust survivor and has written two books about it, but to be honest I'm afraid it would be a stub, as I can only find two articles from the LA Times and one from the BH Courier. It is highly recommended that admins look beyond the simple numerical threshold and satisfy themselves that the candidates have the required skills of communication and an advanced knowledge of notability and deletion. Admins are automatically included in this user right.
It is anticipated that this user right will significantly reduce the work load of admins who patrol the performance of the patrollers. However,due to the complexity of the rollout, some rights may have been accorded that may later need to be withdrawn, so some help will still be needed to some extent when discovering wrongly applied deletion tags or inappropriate pages that escape the attention of less experienced reviewers, and above all, hasty and bitey tagging for maintenance. How we will see unregistered users
Hi!
You get this message because you are an admin on a Wikimedia wiki.
When someone edits a Wikimedia wiki without being logged in today, we show their IP address. As you may already know, we will not be able to do this in the future. This is a decision by the Wikimedia Foundation Legal department, because norms and regulations for privacy online have changed.
Instead of the IP we will show a masked identity. You as an admin will still be able to access the IP. There will also be a new user right for those who need to see the full IPs of unregistered users to fight vandalism, harassment and spam without being admins. Patrollers will also see part of the IP even without this user right. We are also working on better tools to help.
If you have not seen it before, you can read more on Meta. If you want to make sure you don’t miss technical changes on the Wikimedia wikis, you can subscribe to the weekly technical newsletter.
We have two suggested ways this identity could work. We would appreciate your feedback on which way you think would work best for you and your wiki, now and in the future. You can let us know on the talk page. You can write in your language. The suggestions were posted in October and we will decide after 17 January.

New administrator activity requirement
The administrator policy has been updated with new activity requirements following a successful Request for Comment.
Beginning January 1, 2023, administrators who meet one or both of the following criteria may be desysopped for inactivity if they have:
- Made neither edits nor administrative actions for at least a 12-month period OR
- Made fewer than 100 edits over a 60-month period
Administrators at risk for being desysopped under these criteria will continue to be notified ahead of time. Thank you for your continued work.
