Keep There is broad agreement that lists of prisons are notable per LISTN, which explicitly does not require individual list entries to be notable. NOT YELLOW is a stretch here. No one is looking at this list to see which prison they'll go visit, but there are encyclopedic uses for a list like this. The hundreds of lists found in Category:Lists of prisons are uncited as well, so nom's argument applies to all of them and yet all of them aren't nominated. This looks like BIAS.
