Yes, it can be added to Industry City. All buildings (5 in foreground and 2 in background) are also in the 1958 lead image in Industry City (background buildings can be ID-ed with the help of this, exterior colors have changed). The depicted area (in nom image) is part of the warehouse and storage section of Industry City, next to the 7 covered piers (only traces of the piers remain now).
