Definitely good quality, but the source reads: "The music files on this website are intended for official use by Department of Defense and U.S. government offices only. Exceptions to this policy will be considered on a case-by-case basis." If it's PD it's PD, but that doesn't seem like what you'd say for a PD file. My opinion is that the navy is the navy. It was made by the navy, so its PD.
