There is an error in the documentation for the templates for the navy ensign (Brazilian Navy) and the navy flag (Brazilian Navy). The two are transposed, see infobox at Brazilian Navy.
The error was introduced in this edit by Illegitimate Barrister, despite the flag/ensign being shown correctly in Brazilian Navy at the time. This was raised in 2018, by an IP, at the template talk page, where Cabayi asserted that the template links were correct, and advised that any change must come from concensus in this WikiProject (that was not followed up at the time).
