Category was created to assist in formal policy classifications such as appear in
WP:LOP. Failure to populate was due to my not completing the whole project I planned, since it would require consensus at several tightly protected pages, which I did not want to work toward building at the time. Category has now been populated approximately as originally intended. JJB
