Iraqi state emblem (or coat of arms) adopted under the Qassem (or Kassem, Qasim etc.) regime, official from 1959-1965. It is based on the star on the victory stele of Naram-Sin of Akkad (reign ca. 2190 - 2154 BCE), which is a combination of the star of Ishtar and Shamash's solar symbol.

The emblem avoided any connotation of pan-Arabism or Nasserism, such as the

"hawk of Qureish"
, or parallel stripes of black-white-red.

Qasim promoted an "Iraq first" identity, emphasizing the country's historical status as the cradle of great pre-Arab civilizations. He deliberately added the Akkadian eight-point star of Ishtar to the national flag, and likewise incorporated the insignia of the sun god Shamash in Iraq's national emblem. -- http://www.meforum.org/518/requiem-for-arab-nationalism
The Arabic text in the emblem is the date of the revolution of 14 Tammuz (i.e. July) 1958, and the words الجمهورية العراقية al-jumhuriya al-`iraqiya "The Iraqi Republic" above.
