"Brumidi's allegory of Union, the companion piece to Liberty, floats free of earth, and her spiraling, unconstrained figure seems to dance in the clouds. Lightly garbed in a pure white tunic and wrapped in a cloak pale blue on one side and pale red on the other, she is the flag personified. She wears the Phrygian, or liberty, cap--a symbol of freedom through revolution--and lightly holds the Union shield (with 13 stripes for the original states), while she looks upward at the radiant constellation of 13 stars. The American bald eagle grasps arrows and an olive branch in its talons and stares fixedly up at Union, while it extends its wing behind her as though assuring her ascent. All of these attributes are components of the Great Seal of the United States, redistributed around the soaring allegorical figure."
