The proposal for the Covenant was signed by members of the Commission on February 15, 1975.
The United States House of Representatives approved the Covenant on July 21, 1975, which was subsequently approved by the United States Senate on February 24, 1976.[1] President Gerald Ford signed the bill, known as Public Law 94-241 (90 Stat. 263), into law on March 24, 1976, establishing the Covenant with the Northern Mariana Islands.[1]
