Powell signed for Essex CCC in 1992 and played in the majority of the Rapid Cricketline Second Eleven Championship during the 1992 and 1993 seasons. Powell made his top score of 106 v Durham at Castle Park, Colchester in September 1993 and best bowling figures of 7-71 v Middlesex at Chelmsford in August 1993. Powell made his debut for

Minor Counties in the 1996 Benson & Hedges Cup, before making a second and final appearance for Norfolk in that format against Hampshire in the 1996 NatWest Trophy.[3]
He met little success in his four List A matches, top scoring with 37 v Hampshire at Southampton with the bat, while taking just a single wicket with the ball, former England batsman J P Crawley against Lancashire at Old Trafford.
