The Tangerang prison fire (Indonesian: Kebakaran Lembaga Pemasyarakat Tangerang) was a fire that occurred in an overcrowded prison block in the city of Tangerang, Banten, Indonesia, in Greater Jakarta.[2] The fire began at about 01:45 WIB on 8 September 2021 (18:45 UTC, 7 September) in sector C of the Tangerang prison, killing 41 inmates and injuring a further 80 people.[1][3]

Background

The Indonesian prison system has been overcrowded for years, partially due to stringent laws governing narcotics and a focus on incarceration rather than rehabilitation for those that violate them.[4][5] Sector C, the affected prison block, housed people incarcerated for drug-related offenses.[3] The Class I prison in Tangerang has a capacity of 600, but had been holding over 2000 inmates.[4] Sector C, specifically, had been built to hold 38 inmates, but had held 122 at the time of the fire.[5]

This was the deadliest fire in Indonesia since an accident at a fireworks factory in 2017, also in Tangerang, killed at least 47 people.[5]

Fire

The fire started at 01:45 local time, when a small fire occurred in sector C2 of the prison.[6] The fire eventually engulfed the entire sector C of the prison in several minutes.[7][failed verification] A prison employee, Iyan Sofyan, heard screams from inside the sector's cells.[8] Several other wardens and guards tried to evacuate the entire sector, but were only able to evacuate 20 inmates.[8] Firefighters arrived on the scene at 02:00,[7][failed verification] had the fire under control by around 03:00,[9] and finally extinguished the flames roughly two hours after they began.[10]

Casualties

Police members transferring the bodies of the Tangerang prison fire victims into an ambulance.

The fire left at least 41 inmates dead, 8 inmates seriously injured due to burn injuries, and 73 lightly injured.[5][4] The injured victims were brought to the Sitanala Hospital and the Tangerang Regency General Hospital.[1] The bodies of the dead inmates were brought to the Police Central Hospital for further investigation.[11]

Most of the dead inmates had been imprisoned for drug-related crimes, followed by those for terrorism and murder. Two of the dead inmates were of foreign origin: one from South Africa and the other from Portugal.[12] All of the injured inmates were drug-related convicts.[9]

Response

Minister of Law and Human Rights Yasonna Laoly holding a press conference several minutes after his arrival.

Multiple Indonesian officials immediately arrived at the scene. Police chief of Jakarta Inspector-General M. Fadil Imran arrived in the morning and deployed around 150 police, mostly Brimob members, to secure the prison perimeters.

Minister of Justice and Human Rights Yasonna Laoly and deputy minister Edward Omar Sharif Hiariej followed shortly at around 10 AM local time.[13]

Aftermath

Member of the

People's Representative Council Syarifuddin Sudding demanded responsibility from Laoly in regards to the incident.[14] In response to the demands, Laoly formed five teams to assist in handling the incident. Each team would be responsible for victim identification, victims' funeral, victims' family recovery, coordination of handling, and public relation.[15]

Initial investigations by the police indicated that the fire occurred due to short circuit.[6]

The President of Indonesia Joko Widodo, via his spokesperson Fadjroel Rachman, delivered his condolences to the victims and expected that the disaster could be handled with minimum casualties.[16]

Following the accident, Laoly announced that it would compensate the relatives of the victims.

next-of-kin of the deceased would receive Rp 30 million (US$2,120).[18] Mayor of Tangerang Arief Rachadiono Wismansyah announced that the city would provide financial compensation for for the relatives of the victims.[19]
