Shinwari is a surname because in the world, the last name indicates a person's ancestry or tribal affiliation, being that of the Shinwari tribe. The Shinwari district in rural Parwana province isn't going to be confused with anyone because of how unknown it is. Tell me if you still think this is a needed clarification. Exactly, there's only one meaning to the word "Shinwari" anywhere. The District is named after the predominant tribe, the surname is from members of the the tribe.
Shinwari has solely one use, people write up history in different articles on the tribe, history of India, Afghanistan, Anglo-Afghan Wars, ethnic background in biographies etc and they'd like to write Shinwari, there is no comparable usage on a wiki article on this website where someone will need to link Shinwari (District) or Surname, only the tribe. Needs to be properly named, for some reason the disambiguation page itself used take the name Shinwari, an uncorrected mistake of years that can be fixed now. I'm slightly hesitant to call it a "talk page consensus"... The RM was for a different title and was withdrawn, albeit that some participants stated a preference for Federal Europe.
