Primary topic

The politician is a German top politician, who is the Prime Minister of a state with around 8 million inhabitants. He has also received massive international media coverage. He is linked from other high-profile articles like Christian Wulff. I think this is a clear case of him being the primary topic of David McAllister per Wikipedia:Disambiguation#Is_there_a_primary_topic.3F. Hence, the title David McAllister should deal with the politician, and have a link to David McAllister (disambiguation), that lists the less known McAllisters.
