Chain-of-Command - Flint

I didn't read the ARAH comic book series long enough to get to Flint's introduction. Does anyone know where he stood in the overall chain-of-command, given that as a Warrant Officer he technically outranks Duke (not that actual military grades have ever stopped the various G.I. Joe writers), although I'd expect Larry Hama to be pretty accurate.
