This is not a stand alone article. What it is, is a single sentence. Here is that sentence:
"On June 18, 2014, the President of South Ossetia Leonid Tibilov, following a unanimous vote by the parliament, issued a decree, recognizing the Lugansk People's Republic as a sovereign and independent state and authorising establishment of diplomatic ties."
That's a sentence. Not an article. The rest of the stuff in here is just filler to make it look like it's an article.
That single sentence should be, and already is, in the article on
