There is no mention of him in the song's article; his having covered the song would not be anything relevant be as irrelevant to supporting a Dab entry any more than as any non-notable artist's covers of notable songs would successfully: it fails to hitch their wagons to the corresponding stars. Nor could the reference to him in

    I also took a look at his uncle's article, which links to him. It cites an external page that mentions a band Joe's been in, and we 'had an article abt that band, whose deletion discussion reeks of non-notability; the citing of the band does nothing to establish his notability, and its being cited may suggest how non-notable Joe is.
