"Once upon a time the Once Upon a Times were in a navigation page not so far away and lived as a large number of articles that all associated with the "stock phrase used to open the telling of a story in the English language". They all had identities that were chosen in association with the phrase and the wise editors of Wikipedia decided to place their navigation page in a special place that was specifically marked to say that it was there to help navigate the ambiguities. The friendly travellers of Wikipedia content were then better able to navigate the ambiguity. In full knowledge of the beginning of the story, the travellers were then able to find respective realms of great interest, and they all lived happily ever after." I think its a capital idea and:

If the proposal is for Once Upon a Time to become a redirect to Once upon a time (disambiguation), then I oppose. Nearly all the entries are for titles with the precise capitalization.
