This is a
Wikipedia Signpost. You can add it to your userspace by simply putting
}} by you can change that by using {{User Signpost-subscription}}. This template by default uses version 1 of {{Signpost-textonlyversion=0/1/2/3. The other options are align=left/center/right (default: left) and links= (leave blank to get rid of the links at the bottom)
For example, {{User Signpost-subscription}} (the default) gives:
