Shouldn't the list follow standard WP templates in determining which name belongs where? IMO as far as WP-Templates are concerned, it should be possible to put the Cook Islands (etc.) in "Other" without prejudice re. the question whether it belongs there. I've put CI and Niue back under "Dependent territories". They are each recognized as sovereign states by a few countries, but they do regard themselves as territories of New Zealand, and therefore IMO have less right to be in the "sovereign states" section than e.g. Kosovo or Palestine in other templates.
