This template is in the collection of greetings templates maintained by the Welcoming Committee. For other templates in the collection, see Welcome templates.

Same reason as in the W-graphical template. There should be a comma after "Hello". -

Can a "|nosig=true" option be added like with Template:W-basic?

Hi, I used this template on a new user's page and the message function doesn't work, I double checked by using the template on my own user page with the "Wikipedia is better than Brittanica" message (your formatting) and still nothing. With no personal offence intended to its creator, that bouncing ball is one of the nastiest animations I have seen on the Internet for quite some time.
