This is a hidden category which would not show up for general readers, and it is for application only to articles while they are in Draft space. The category is placed in Draft articles alongside the AFC instructions that are removed upon an article's promotion, with comment "<- Remove this category upon article promotion" so that the reviewer will see and remove it, too.

However the DannyS712 bot is disabling this category, along with any other categories on pages while in Draft space, whether this category is a hidden one or not. The edit summaries cite

WP:USERNOCAT, which don't quite apply. Consideration has been requested at User talk:DannyS712#request exclusion of a user-type category from those disabled by bot

This is similar to Category:Submissions by Doncram ready for review, which was used for a year or two or three, then was unused, and was eventually deleted 11:15, 26 December 2013 by User:RHaworth with edit summary "deleted page Category:Submissions by Doncram ready for review (C1: Empty category)".
