Basic income vs personal qualification salary

The idea of personal qualification salary consists in paying a decent salary to everyone above the age of legal majority, with several increasing levels set according to a qualification associated to each individual. This tying of salaries to people rather than wages to tasks creates a fundamental disjunction between work and employment, French economist and author of the idea Bernard Friot claims. The concept shares its universal aspect with UBI, while insisting on the nature of the income to be recognised as a salary and funded directly from the socialised product of work e.g. through social contributions. This conceptual distinctions between income and salary on the one hand, and between employment and work on the other hand, suggests that the idea of personal qualification salary is a strong form of universal basic income with alledgely deeper consequences on the the socio-economic system.
