I do consider it's appropriate to have separate articles for the service, because they are treated like different services (different name, different URL, …), so I ask you to restore the article, so other Wikipedians can complete missing information. I have deleted the article Royal Decree of Law, because it contained no information not already present in the article Decree. (The article Royal Decree-Law never existed.) The article's text was: "The Royal Decree of Law is a law that is introduced by the Executive without the Parliament voting it. This kind of law is intended for measures that have to be applied very quickly, but it is also very widely used for non-urgent laws."
I understand - given your following contributions - that it was intended as an article on executive decrees in Spain, but the article gave no indication that this is the case. This topic would probably have been more appropriate as a subsection of the article
