Warning vandals

You should generally reserve the "only warning" templates for vandals who are being especially disruptive. You don't have to go through all four warning templates, though. You can start at level 2, escalate to level 3, and report. It's not critical that every vandal get multiple warnings, and some can be blocked without any warnings.
