You've edited my edit of the Minister for Foreign Affairs page where I had entered Brian Cowen as the Minister for Foreign Affairs. The Section 4 of the Ministers and Secretaries (Amendment) Act 1946 covers this I believe. Sub Section 1 states that the Taoiseach can assign departments to ministers. Sub section states that he can take the appointment away. Subsection 2 seems to apply in that Micheál Martin has resigned and by accepting resignation Taoiseach has taken away the appointment. The logic in saying that The Taoiseach is now the Minister for Foreign affairs is that he has not yet reassigned the department to anyone else. As someone has to be the minister logically it has to be the Taoiseach. The provision for ministers continuing until successor is appointed only applies to ministers holding office when Dail is dissioved as per Article 28.11.2 of the Constitution.

Look at it this way if some sort of emergency arose where the Minister for Foreign Affairs was needed urgently tonight to act (I can't think of such an emergency but humour me!) who would act? Not Micheál he's not longer the minister having resigned. No one else has been assigned the Department by the Taoiseach so the Taoiseach must be the Minister because someone has to be.

Normally another minister would be appointed to the cabinet by being proposed to the Dail but this is unlikely to happen as politically it would be hard to have them elected and subsequently appointed by the President.

Ciaran. Apologies for inadvertently wiping out Festival of Fools entry. I edited the page, viewed preview/ sandbox whatever and thought I then published it. Have to say the system is extremely poorly explained. Even this talk page took me an hour to figure out how to input into. and I still have no idea why signing this with four tildes makes any sense whatsoever. So if you have any advice on how I can edit the Festival of Fools page, it would be much appreciated. I am the Director of this festival and, much as I wish it took place in Spain, it actually happens in Belfast as was orignially stated some posts ago , but somebody chose to post a false location.
