Hello and thanks for your reply and help; technically, the article quoted here is an independent source: A magazine targeting decision makers in water management in Europe, published by the International Commission for the Protection of the Danube River before Philip Weller took office in 2003. I will add suggestions for further references to the discussion page of the article.
