Since posting the above message, I have discovered that there has already been a discussion about an earlier article on this subject. The consensus at that discussion was that the article should be deleted, so I have deleted the new one too. (The new article actually did less to address the reasons for deletion than did the old one.)

Once a decision to delete a page has been made at a deletion discussion, that page may not be recreated unless the reasons for deletion have been addressed. If it is recreated, it may be deleted immediately. Nothing in the new version of the article that you have written suggests any notability at all. Generally speaking, most individual roads in cities are not notable enough to be the subjects of encyclopaedia article. (It seems to be a peculiar characteristic of people in Hong Kong to think that every road is notable.) Notability is not inherited: a road is not notable because it is associated with notable people. Since you have asked, I will give you a little time to ass some information which was not available at the time of the deletion discussion to the article to indicate that the road is notable. However, I do mean a little time.
