Sorry, I've been here only intermittently lately, so I didn't see your query promptly. (The user has been blocked for vandalism in the meantime.) Anyone can do the user warnings; in fact, ordinarily non-administrators will give the warnings and then if there is continued vandalism an administrator will be called in to block the user (usually by posting at

This was my mistake. I found a misspelled article title, but made an error correcting it resulting in two articles. It has since been fixed.
