Old Settlements
It's debatable as to them actually being settlements or not and it's part of the reason that I broke up the list into the way it is. As an example of places being communities it is unlikley that anyone in Nunavut would think of Alert as one. It's somewhere that people are posted, be they military or Envionment, for a period of time. My understanding is that the people who are there are still considered to be residents of the provience they came from. In the same way that a student from here who goes to university in Alberta for 4 years is still a resident of Nunavut. But that's still original research until I can find confirmation.
Ennadai was a weather station, such as Mould Bay on Prince Patrick Island, at Ennadai Lake and there were Inuit in the area. It was never really a settlement but from this it does appear that there was contact. But of course in those days a lot of people if not most were still nomadic. I'll ask one of my co-workers later and see what he know about the place.
Now for the other two I will have to tell you first about something I do know so I can tell you my suspicions of Tavani & Padlei. If you look at the second of the two maps at
Most of the above is gained from having lived in Ulukhaktok for 20 years but I do actually have a proper source for most of it. Now on to Padlei. Based on what I could find on the net I think that it was not much more than an abandoned trading post but I don't know for what company. This story from 2000 talks of a woman going to Padlei to seek help. She must have known that there would be people there. Now Inuit in those days tended to move to the same area at the same season year after year. So she may have known that people would be there to hunt caribou or that there was a post there. Next this says that Padlei was a trading post and this at least shows that the place was west of Hudson Bay. Now this caption and the larger picture give more information. If you look at the bed they are sitting on and the wall behind them it's easy to see that this is not taken inside the post host. Anyway in the 1950s most Inuit would not have been let into the house. However, the wall looks solid rather than a tent frame so I would suspect that a few families were living semi-permenant in the area similiar to the posts in the previous paragraph. And this (search for Padlei) indicates it was an HBC post. Of course this is just guess work based onwhat I know rather than properly sourced material. By the way the co-op and hotel in Arviat are also called Padlei. I'm not sure what the word means but I did see that the people were called Padleimiut.
Tavani is much harder to find. There's this PDF, google sat map and multimap and this map which shows bot Padlei and Tavani. The hotel in Whale Cove is called Tavani. Now searching for Tavani Northwest Territories got this which again says an abandoned trading post.

I will ask later if anyone knows the meaning of either Tavani or Padlei but with the large differences in dialects it may not make any sense. A tip on searching for this sort of thing is to always try them under Nunavut and Northwest Territories. Sorry about the length of this. One last link, this has a cople of pictures taken in the 1950s in the Padlei area by Richard Harrington when the people were starving. Hope some of this helps. Introductory Inuktitut
I assume that from what you said that you tried NAC and their order form. Have you tried some of the rare bookshops on the net. I was able to get some out of print books about the north but they can cost quite a lot. You might also try googling the ISBN number. Did you see this page (scroll to the bottom), you might want to ask User:Diderot as he appears to have a copy. The Office of the Langauge Commissioner may have something. Thank you so much for expanding the "Former buildings" section. I never even knew that there was information out there on that. I even stumbled across a valuable website. Thanks again.
