I noticed the description page specifies that the media is being used under a claim of fair use, but its use in Wikipedia articles fails our first non-free content criterion in that it illustrates a subject for which a freely licensed media could reasonably be found or created that provides substantially the same information. If you believe this media is not replaceable, please:

The problem is that the particular images in question are copyrighted, and we tend to assume that for any living individual, a free image should be able to be created that would make it unnecessary to use a copyrighted image to identify a person. I do think you're right that this leads to a bias in Wikipedia in favor of including images in more technology-saturated parts of the world. I've deleted this image from Commons as at least one of the images that make it up came from Reuters, which means it's copyrighted and thus cannot be hosted by Commons.
