And, even as the person who wrote Wikipedia:There's a reason you don't know, I can see that ArbCom is often opaque purely for the sake of being opaque, particularly in its supervision of the CheckUser and Oversight teams, where its preference for private warnings and even private restrictions keeps the community out of the loop about the behavior of those who should be most trusted.

My philosophy of ArbCom's role is: Community processes work well most of the time, and any time it's possible to defer something to the community, ArbCom should. At the same time, ArbCom should never be afraid to act decisively in situations where no other entity can.
