Claims of notability appear to be false as this reference and this patent appear to refut the author's claim that Press was teh first inventor of time-release medicine technology. Aside from the (apparently incorrect) claim, the subject does not meet

- Withdrawn I misread the dates on the respective patent applications. Press's application was filed first, although Lowey's patent appears to have been awarded first.
