Both single purpose accounts. First account switched an image [1], a few hours later the second account shuffled the order of the same image which the first one replaced with. [2] Both has no edits outside of this article. "Heeheemalu" was the uploader of said image.
Based on behavior, it's likely that more accounts exists, with "Inputrefer" not being the master account. Otterslort (talk) 02:50, 5 September 2021 (UTC)

The fact that Heeheemalu uploaded the image can be adequately explained by coincidence (they are a fairly longstanding account with 6,262 edits across all Wikimedia projects, and they have no reason to abuse multiple accounts in this manner).
