What does "No individual, or plurality of Arbitrators should make announcements or declarations on behalf of the entire committee, they are to only be made by the plurality or the individual making them" mean? Do you mean "they are only to be made on behalf of the plurality or the individual making them"? (And it should be a semi-colon after "committee".) You say "as it's written", but I don't understand it. Perhaps I am being particularly obtuse, but your sentence seems a truism: "Statements should only be made by people making statements." You trying to say that no individual should purport to speak for the AC where that is inaccurate. It's currently really unclear, and the fact that you understand it does not mean that I do.
