formatting overhaul
Ok, I have just moved all the talk archives to comply with naming conventions, simplified the archive box to an automatic one, added navbars to each one, and archived stale discussion from this talk page.
Now to the real problem: the way RFCs are formatted when they are closed makes the top of the closed ones appear in the bottom of current RFCs, which is weird, confusing, and annoying. I don't believe I have seen this done anywhere else, probably because it makes no sense. SO, any ideas for new instructions for closing?

- No. Usernames of that pattern are reserved for unregistered users and assigned automatically by the user's IP address. Registered users may not create an account with a username in that pattern; it is a violation of WP:Username policy. —C.Fred (talk) 14:51, 12 February 2014 (UTC)

Help addressing publisher making COI edits
I've come across a new user having a publisher's name as their user name. Thus far, they have edited one of their author's article (mostly usefully) and just added a promo at another article for their edition of a public domain work. How ought I to proceed?
