transclude MediaWiki:sp-contributions-footer-anon, rather than containing a copy of it; this will help to prevent the footers get out of sync in the future. I came here after investigating Wikipedia:Help desk#Geolocate broken? {{MediaWiki:Sp-contributions-footer-anon}} didn't work because it didn't pass $1 (the IP address). I tried {{MediaWiki:Sp-contributions-footer-anon|$1}} in [1] but it also failed. I don't know whether it's possible to pass $1 to a MediaWiki message in another language than the user's preference, so for now I have copied the current content of MediaWiki:Sp-contributions-footer-anon to both en-gb and en-ca.
