On 28 April 1992 using DM 50 million from a "frozen" VEB account, Tokobank gained an 80.6% stake in Ost-West Handelsbank after the shareholders of Ost-West Handelsbank transferred the stake to Tokobank which was the first privatization of a former sovzagranbank (Russian: Совзагранбанк).[6][7][a] In May 1998, members of the St. Petersburg "Northern Alliance" (Russian: «Северный Альянс») including Stolyarenko, the "Kinex" founders Evgeny Malov (Russian: Евгений Малов) and Andrey Katkov (Russian: Андрей Катков) and their then business partner Gennady Timchenko, held temporary directorships of Tokobank (Russian: Токобанк). In 1998, Tokobank owned a 28% stake in the German bank Ost-West Handelsbank.[9][10]

Through banks under Stolyarenko's control in 2005 and earlier, Stolyarenko received the cash flows from

Yuri Kovalchuk, Mikhail Kovalchuk, and others of the "Northern Alliance" (Russian: «Северный Альянс») associated with Saint Petersburg.[9][10][11][12]

Stolyarenko was president of Evrofinance Mosnarbank, which is a joint venture between Russia and Venezuela, from 1998 to June 2012 and chairman of the board from June 2006 to June 2012 and first vice president of Evrofinance Mosnarbank was Alexander Bondarenko (Russian: Александр Бондаренко) until 2014.[3][13][14][15]

After working in the bank, Stolyarenko focused on the implementation of investment projects and research activities.[3] Stolyarenko holds PhD in Economics and Doctorate in Law. He also completed a post-graduate program at Harvard Law School, Executive MBA Program at Columbia University Graduate School of Business and London Business School as well as Advance Management Program at Harvard Business School.[16]

Personal life

He is married to Alfiya.[17]

In 2007, he purchased a $10 million apartment at New York's Plaza Hotel and lives near Boris Belotserkovsky, who was a co-owner with Oleg Boyko of the largest casino group in Russia Ritzio Entertainment Group, and Steven Theede, who was CEO of Yukos at the time of its liquidation.[17][18]

He also owns a holiday home with 25 hectares of land in Finland. The 500 sqm villa with several beach saunas and helicopter courts is located in Reivilä village, Asikkala, Finland.[19]

Legal claims

In 2019 Stolyarenko got involved in criminal case of FSB colonel Kirill Cherkalin. Ex-banker was charged with fraud and arrested in absentia (he left Russia in 2012). Stolyarenko denies all charges.[20]

In 2020, the Cypriot government revoked the “golden passport” Stolyarenko. He was among the seven people, who allegedly “concealed essential facts and had made false representations when submitting their application.”[21]

Awards

  • In 2007 he was awarded the title of "Best Banker of Russia" (diploma of the 1st degree) according to the magazine "Company", Russia.[22]
  • In 2012, awarded with the Order of Honor (for the achieved labor achievements and long-term conscientious work).[22]
  • Commendation of the President of Russian Federation Vladimir Putin for his services in the preparation and holding of the meeting of the heads of state and government of the
    G8 member countries in St. Petersburg, 2006.[22]
