Shining was born in 1964 to Streeter and Barbara Shining, and grew up in Rapid City, South Dakota.

Shining serves on the Robert Mapplethorpe Foundation,[20] and is the president of ACRIA.[21] He has volunteered to take photographs on behalf of the Heart Gallery of New Jersey to help children find adoptive parents.[22]
