Assassinations

Is there any sort of rule about what assassinations are noteworthy for this page? So far I only see four western names, but Sakamoto Ryōma, a "prominent figure in the movement to overthrow the Tokugawa shogunate during the Bakumatsu period in Japan." (From his Wikipedia article) is not mentioned. He was killed in 1867. Could he be added?
