This needs loads. The law looks interesting in the way it targets folk devil groups and has specific sections on social housing tenants. This is a law that can ban you from your house (providing you are poor) and you can go to prison if you break it!

Not just can - this already has been done.[1] I can't find a link to the full story now, but do remember reading it at the time. Once the ASBO was challeneged it was thrown out, due to lack of evidence, IIRC. I believe the article pointed out the difference level of proof required to get an ASBO, saying that this would have never had satisified the burden any other criminal punishment would be. It also has curfews on young people if a police officer has reasonable grounds for believing "that any members of the public have been intimidated, harassed, alarmed or distressed as a result of the presence or behaviour of groups of two or more persons in public places in any locality in his police area (the "relevant locality"), and "that anti-social behaviour is a significant and persistent problem in the relevant locality.". • Agreed, this page needs help! I've changed the assertion that the Act created the ASBO (that was the Crime & Disorder Act 1998) and it doesn't seem to address begging (or 'panhandling') in any direct way. I don't know enough about it to say more, but I could add a fascinating discussion of part VI of the Act, on High Hedges, which actually doesn't target the poor and powerless!
